You do not need a drivers license to own or register a vehicle. You need a license to drive the vehicle. There are many reasons that someone without a license would want a car. For example, an elderly or disabled person may own a vehicle, and they have other people use it to transport them. Rather that imposing on someone, and using their vehicle, they feel that they are still contributing.
A driver who has lost his license for violations of the law may still have a vehicle that they use, with someone else driving!
You may have to list a primary driver on your auto insurance, but you do not need to have a license to own, register or insure a vehicle!!
