Why are non-practicing adherents still considered adherents?

For example, one may have non-practicing christians or non-practicing Muslims. My question is why are non-practicing christians still considered christians? why are practicing Muslims still considered Muslim. Isn't the whole idea behind having a religion is to practice it?
