If there is just a black patch there, your particular vehicle is not equipped with tilt steering.

It should be on the steering column under the steering wheel. If it is not there, it may not be on you car and could be an option. Sometimes it is a lever sticking out and sometimes it is just a small slide handle. Look closely. Pops

The owners manual probably had "optional" or "if equipped" in parenthesis next to that paragraph. It is possible your van does not have tilt steering. Are you looking at the wheel itself or the column? The lever is on the column behind the blinker lever if equipped.

You disconnected something or huge form something loose once you have been messing around interior the sprint. placed your key on the run place grab a screw motive force and arc over the two bolts on your starter. if your starts and runs you have loose connection someplace if it does not you have a foul section someplace.
