Telemarketing....if you can stand it. I did it all through high school and college. If you can find a place that pays hourly wages plus commission, you can make killer money for a young person.
If you like to talk to people, and can take a lot of rejection, I think it is a good job for you to start with.

Fast food and retail are the usual "first jobs" that people get, and they are normally available to 16 year olds.
