There was actually research done on a question like this years ago by the AKC, and this is what they found:

According to the testing done by professionals
Border Collie is the smartest breed; with standard poodle coming second. German Shepherd is third!
I believe the lab is six and the golden is seven!

That can be a trick question! "Smart" dogs may not necessarily be the most obedient. Many breeds were bred to work independently and do the job on their own--pretty smart if you ask me. Some dogs are considered very "trainable", like border collies, shelties, and golden retrievers. They were bred to work closely and under direction of man.

ENGLISH SPRINGER SPANIEL!!! I never even knew what they were and then my dad's boss had two that had puppies. I came over and met them and now I have two! They are THE BEST dogs in the world. And they are definitely the smartest dogs I have EVER seen or met in my whole life.

Actually I learned from a dog trainer that the dogs us humans percieve as smart (german shepards, bloodhounds) are really the dumb ones because they follow commands mindlessly. The real smart dogs are the ones who will not do what the humans command because they know there really isn't much the humans can do about it without getting bit.

Mutts. My mutt in his prime could climb up and down a twenty foot extension ladder and free-dive to twenty plus feet!
While dogs excel in many breed oriented tasks any dog can learn whatever you take the time to teach!!

Border Collie. They are easy to train and good-tempered.
Rico, a border collie, knew the names of over 250 items and could go pick the specified one up when asked.
