I have a dell inspiron 1000, and I am trying to format and install a fresh copy of windows XP home edition.

Using the cd, the complete format of the partition will not work it just sits at 0%, I have waited for it to move for upto 3 hours, I have installed windows xp on my two pcs and niether took that long to work.

The quick format works and then it installs the setup files and reboots. However after rebooting it goes to the windows screen, then the setup screen and then to a blue error screen.
which says...

I have tried several times to completely format the laptop, but it just don't work and everytime I use the quick format it does the same thing that I described earlier.

Sounds like you are booting from CD with a BIOS change

it is possible to boot from CD by using the BOOT Manager
most PC's its either F8 or F12 on power up to select
the boot device

If you access the Boot manager then Set BIOS back to HD
and use the manager to Start the CD boot process

Also you should destroy the partition and recreate it
before letting Windows do a full format of the HD

If you can't figure out how to use the Boot Manager
then just leave it set to boot from CD in bios
but when it starts the reboot for the first time
remove the CD from the computer
