That sounds like a really interesting concept. Chili is one of those universal foods that almost everyone loves b/c it can be customized to the person's preference.
PLUS! It would be rather cool for a one-stop-shop trip for a big pot of chili. One would not have to spend time strolling up and down and up and down the grocery store aisles.
Here are some other suggestions I thought might be cool:
~have a meat counter to sell the ground beef, sausage, hot sausge, etc. that people put in the chili. you were talking about exotic peppers and whatnot...you can also have exotic meats to put in there. (or at least they can be pre-seasoned exotically!)
~besides peppers, include other veggies such as the onions, green peppers, fresh herbs and the like for people to purchase
~have an area where people can recipe swap. i've heard of a lot of different types of chili and all different levels of hot. maybe just post a board of some sort where people can swap ideas
~of course, once you are established, you MUST have a chili cook-off! :-)
~and finally, you might also want to sell the "sides" that go with the chili such as crackers, crusty bread and maybe even some different types of beer

i love love love chillis and stuff.
you could even have a section on medicinal alternative chilli therapies.. keep it nice and broad with a range of things such as lemongrass, and other ethnic foods to attract a wide range of people
you could also stock an array of authentic asian noodles..
and all those different spices you see in recipes but can never find in the supermarket - you shud play on this when you market it so u can compete

I love fresh Red chillis, but they have to be almost as crisp as apples for me to want handfuls of them.
A nice thought though, the shop.
I'm not that much of a curry\chilli person though, so I wouldn't know if it's already been done.
