The best way to make your breasts appear enlarged without surgery is with a Wonderbra or similar bra! For less than $30, you can have the appearance of an enhanced bust. Go to Victoria's Secret or another lingerie store and ask a saleswoman to assist you.
In my opinion, all of the other methods of breast enhancement are a waste of money.

The best thing to do is to have a seamstress or the shop where you bought the dress sew cups directly into the dress. I am very flat chested and have found that padded bras never fill the dress out well, especially if they have darts or something sewn into the dress. The pads will look much more real and make the dress fit perfect. It will cost a lot less than the bra.

I really don't reccomend doing that. Its going to look a little funky when you are flat chested then all of a sudden in wedding pics you are sporting a C cup...besides the fact that your dress will fit all wrong.
You are also asking for embarassment when one of your boobs pop out of the dress and fall onto the dance floor. You can get a padded bra but thats about as far as I would take it.
Whatever you decide make sure you have your boobies in at all the alterations.

Hi! Go to fredericks and look at their selection. They even have ones that you can wear with any backless, strapless whatever gown! A lot to choose from. I know what you're going thru, I have had pads sewn into everything for a long time until I just went out and bought new boobs!!! ;-) Good luck!

Depending on the material your gown is made of, you might be able to have whoever is doing your alterations, sew a form bra into the gown. My daughter is totally flat-chested and for her wedding they sewed this into her gown. It didn't make her breasts look large, but at least made her look like she had some! Good luck!

There is a product called Nubra. It is a silicone flesh colored
stick on bra. You can find it online. We wore them for my daughter in laws wedding. They come in cup sizes so you look and feel very natural. Great for strapless or backless dress, and they are very soft & comfortable.

Wal-mart has quite a selection. I'm sure some of the more expensive places do as well. Wal Mart used to have water bras also, which look quite natural, but add a lot.

Actually they have these at Walmart believe it or not. So any department store with a lingerie/bra section should have a similar product. They are flesh colors and soft so they should not be noticibly fake.
I'm sure you will find what you are looking for!
