While each state is different, I'm pretty sure it's going to be no in every state. Except for motorcycles, non-emergency vehicles can not have flashing lights other than turn signals.

Sitting at a light while in neutral may not be much of a gas savings at all BUT putting your car in neutral upon coming up to a light will save you gas. Why? People generally have their foot on the gas all the way up to about 20 feet of the light in hopes that it will change before they have to actually stop. Try coasting up to stop lights instead. You may think this is crazy but people known as "hypermilers" do things like this and has proven that there is a savings. There is a website that talks about this kind of gas saving tips. It is only legal if you are associated with a local rescue,fire,or ems station. If not then it becomes illegal. I am on a volunteer rescue squad and i have lights in side corners of my car and a red/white light in my windshield...it is acceptable b/c i am on a rescue squad...if i wasn't then it would become illegal and if you are caught they will take them out (and sometimes even arrest you) for it. There is a BIG fine behind it.

I think that some traffic laws don't keep up with the changing times. I don't think in Arkansas if would be illegal to have them in your vehicle or even have them on if you were broke down on the side of the road. If you were cruising the strip with them on or racing through town with them on, and vehicles were yielding to you, like they would with an emergency vehicle, then you would have a problem.
