Sellers on eBay specify what methods of payment are acceptable.
Most private sellers will accept only cash/cheques/postal orders and paypal

Some of the larger merchant sellers do accept credit & debit cards = however since Laser is not a common card you should contact them before bidding.

I suggest you try using it to open a PayPal account.
