It's not racist already, but it mean be seen as "she is very capable for a black woman" which while not racist is a bit demeaning. Make it two sentences instead of one. You can also just leave out black and mention it elsewhere in the treatise.

it is not racist what so ever if you are saying a black person is black why isi racist? thats crazy to say the truth but its wrong what is the world coming to when ou cant say black is black i understandthe was and still isracism in the world and that its wrong but surely by stating that a black person is black you are not being racist if someone says shes a perfectly capable white women would people say its racist well i think not, the sooner people stop accusing people of being racist al the time and leave the subject alone racism will stop you people are just adding fuel to the fire.

"She is very capable". "Black" and "woman" are racist and sexist, respectively, because you're implying in the sentence that most women and black people aren't capable, so she's a bit of a surprise. If you ever have any questions, try substituting a white, straight, Christian male in there. Since they're kind of our base assumptions, it'll tell you if the sentence is off. See, "he's a very capable white man" is weird because you already assume "white man", and you know that white men are often quite capable.

Period. That she is black or a woman is totally irrelevant to the fact that she is capable.

I would strip it of all inclusion, exclusion and race and just say: "She is a very capable person."

Why not just say "she's a very capable woman"?
If she was white, would you say "she's a very capable white woman"? I don't think so..
