I'd be very leery about messin' with evil doers. They may just be more evil than you could imagine. Let the professionals handle them. It would be appreciated though, if you used the phone, and reported any illegal activity.

A private person CAN make an arrest. Most states allow for this. The degree that a citizen can arrest differs state to state.
Now, that's what the law says. To do so is VERY dangerous. Just cause you can do something, doesn't mean you should. I make several arrests a week, and some people just don't want to comply. I wear a police uniform. Everyone knows I can make arrests. Hardly anyone knows a private citizen can.
I have no doubt a fight would propb. occur.
Look, a good rule of thumb is..unless someone's life is in danger, just call the police and be a great witness.

Check your state laws. For example, in DC:
"b) A private person may arrest another -
(1) who he has probable cause to believe is committing in his presence -
(A) a felony, or
(B) an offense enumerated in section 23-581 (a)(2); or
(2) in aid of a law enforcement officer or special policeman, or other person authorized by law to make an arrest.
(c) Any person making an arrest pursuant to this section shall deliver the person arrested to a law enforcement officer without unreasonable delay. (July 29, 1970, 84 Stat. 630, Pub. L. 91-358, Title II, § 210(a); 1973 Ed., § 23-582; Apr. 30, 1988, D.C. Law 7-104, § 7(e), 35 DCR 147.)"

To a limited degree, individuals may make a Citizen's Arrest, as is discussed above.
However, if you were to do so while wearing a mask and cape, odds are good that they'll hold you as well, and have you put in for psychological evaluation.

Yeah, most states have citizen's arrest laws. But these can be quite unsafe to carry out.

You do not have the power to arrest people, only to detain them or hold them until the police get there. I mean seriously have you ever heard a super hero say.... you're under arrest. ? No.... only the police get to say that!
