There are 2 ticketing counters

The first is on the main level waiting room to the left of the Amtrak ticket counters.

The 2nd is located near the escalators to 7th Avenue (large area on the right as you go towards those escalators).

Just ask any Police officer or at the entrance to the waiting room seating area on the main concourse.

Well, it's just a local commuter service, and they don't really sell tickets for specific destinations... The cost of a trip from Penn Station to Trenton Transit Center is $12.50. You can go to NY Penn Station and buy an NJTransit ticket for that value at any time you want, and use it whenever. There's no advantage, however, to buying it in advance, as there are no seat reservations or anything like that. You just show up, buy your ticket from the machine or ticket counter, and get on the train.
