Mickey Mouse Clubhouse for a theme. Have the party outside if it isn't too cool. They could do musical chairs for a game, or hide and seek (hide an object and they find it) instead of the usual hide and seek. If you have a driveway or large sidewalk. They could color pictures on them with the washable sidewalk paint (chalk). For a location, at your home or maybe a local park.

I myself would keep it simple. It won't be long till he's old enough to tell you the kind of party he wants. You might want to keep it "in the budget" one more year. Most 2 yr olds parties, there are more adults there than kids, right? Have it at the house, plan some fun outdoor activities....I like the fall theme idea, maybe have the kids dress in costumes.....have fun w/ your family. It'll be something to take pics of, but not something to pull your hair out and stress about. Quite honestly, he won't remember it anyway. (hope that doesn't sound mean...he won't!)

Since he likes cars do a car theme , you could get each child a coloring book and some colors as a small activity or they can play musical chairs since he likes music. You could also do a pool party since he likes swimming . You could also go to party city or walmart and they usually have little kids games to play.

You could throw a Disney Pixar CARS themed party.

Rev-Up the festivities by drawing a road with chalk on your driveway,
or sidewalk and posting homemade road signs throughout the party area.
Hang car cut-outs, posters, or calendar pictures from the ceiling and
on the walls. Add checkered flags, black and white streamers etc.
Use clean tires stuffed with pillows for chairs.

When it's time for a pit stop, fill the party guests up at a race track table. Cover your table with white butcher paper. Tape black construction paper down the middle to represent a road. Add yellow lines, using paint or paper. Place a car piñata or a few toy cars on the track. Fill plastic trophies or, Piston Cups, with treats and place one at each place setting

Party City has a flyer out right now with the Cars plates, napkins, etc for 50% off. Also Costco has the complete set of plates, cups, napkins, etc for about $14.99. I got one for my son's birthday. DO NOT go to Chuckie Cheese. I had to go yesterday to my niece's birthday party and it was pure torture for the adults. Noisey, and it is not good for 2 year-olds. They are not old enough to play any of the games and you will spend your time chasing them. My brother in law spent $183 and the cake was not even enough for 10 people.

I thought my son was too small for a “children’s” party on his 1st & 2nd b-day, for his second b-day we did an Elmo theme, it was at the house, but the majority was for the adults.
This yr, in august he will turn 3, now he understands, he has his play friends… we are doing it at Mc Donald’s.

Chuckee cheese can wait until at least he is 4

My son's birthday is in October and for his 2nd birthday he had a costume party. All of the kids dressed in costume, they had a candy hunt, I made a pumpkin pinata filled with snacks (they had a great time cracking it open). I bought these color your own canvas goodie bags that had a Halloween theme - I let the kids use washable markers to decorate their own bags. The kids had tons of fun and so did the parents.

you could have a theme party of like cars and have music and have it outside.. you could rent a blow up bouncer for the older ones to play on and they also have little bouncers you can buy or rent that are made for young children.. you could also have a party at a pool that way the adults have something to do with their children.. i would have loves having a big blow up bouncer or obstacle course for my birthday.. you could also have the blow up bouncer/obstacle/slide which ever and set up a few of though slip and slides for some of the older ones and they can have races and have a little pool for the youngsters.. hope this helps.. i know if i was 2 i would love all that was happening around me and the water and bouncer slide =)
