No, the rates are standardized and often regulated by the federal & local govenments. They often require that people without a credit or payment history pay a deposit- sometimes quite substantial, which would be refunded after a certain period of time (could be a year or more) once you establish you can pay your bills in a timely mannter.

No. Utility companies are regulated and must by law charge every residential customer the same rate.
They can however charge huge deposits, penalties and reconnect fees if you are late.
If you default, they can and will report you to the credit bureaus.
