Fat does not turn into muscle. You burn fat and build muscle.
1. you lose weight by consuming fewer Calories than you burn
2. you gain weight by consuming more Calories than you burn.
3. you should be concerned with losing FAT, not weight. There are 3500 Calories/Lbs of fat. To lost one pound of fat/week you have to burn 3500 Calories/week more than you consumed. there are 2500 Calories in a pound of muscle.
4. You should be more concerned with your percent body fat, not your weight.
5. the best, most effective way or burning fat is by combining weight-training and cardio exercise. The more muscle you have, the higher your metabolism will be. You will burn more calories all day long, including while you sleep. A health body fat percentage for males is 7-18%, females 18-24% (approximate numbers).
6. you should eat 6-8 small meals each day - this will prevent you from eating 3 large meal which will slow your metabolism while your body works to digest the large quantity of food.
As a general rule of thumb, you should be weight-training 3-4 times per week and performing cardio 3-5 times per week.

You didn't say if you are male or female or how tall you are but first you'll probobly have to loose about 100 pounds at least.
But specifically, no you cannot turn fat into muscle.
You have to loose the fat, then build the muscle. You will gain some muscle mass if you work out while dieting (as you should) but that is not because you are turning fat into muscle. It is because you are working out.
If you get to about a 12% fat to muscle mass ratio and are under 6'4 and weigh 261 you will one very, very strong boy or god forbid, girl.

Heck yes. From personal experience, I can tell you that it's not always easy to lose weight when you have to exercise on your own time. Solution: get a job that's really physical.
Yeah, it will be hard at first but you'll lose the pounds in no time and gain the muscle if you're really working at it. Don't be afraid to sweat or get dirty. There's a kind of self confidence a dude can get by doing honest work that leaves you tired at the end of the day.
At 17 there aren't as many options but when you turn 18 I'd suggest FedEx, UPS, or a baggage handling position. Pay is so-so but the benefits are excellent, plus you'll be in shape and have all your free time still...

Not really. But, you can use the fat as energy and build muscle. Not really the same thing. Fat can be converted to energy thru a complicated and difficult process. You use it up. Wheter you use it to just function or to build muscle is up to you. Fat is really not a good energy source for muscle producction. It is difficult to convert once it has formed.
Still, at your age, you should be full of natural testoserone and this chemical will build muscle like majic.
Work out hard and often and watch your body change before your eyes!

HI.. YES its possible, but remember, muscle is heavier than fat.please do it right the first time,diet,loose50 lb using very very light weight, then after u loose 50lb go heavier12 reps min 12sets min while ur loosing weight, then go 8 reps 3 sets adding weight to dumbell.. GOOD LUCK. you can do it, no soda no suger 90 days, and watch what happens
