It would depend on the who the 'prophet' wants to believe in him/her.
There are people who will buy into fortune telling and prophets at the drop of a hat. These people do not require any proof. They just buy into whoever is the flashiest. It does not take much to be a prophet with these people. Vague descriptions and very liberal application of the 'prophecies' to recent events will do.
There are other people who want proof. They want to see the 'prophet' come up with a series of predictions that are not vague but very descriptive and then a substantial amount of those predictions come true. The predictions cannot be something that is an easy guess or something that is reasonably expected to happen in the future. Making the claim that snow will fall in Canada in the next year is not a valid prediction. Making the prediction of 8 inches of snow will fall on Ontario on November 1st, 2007 is a better prediction but not that great of one. Making the prediction that 8 inches of snow will fall on Miami on August 1st would be a great prediction if it came true.
There are many people who claim to be prophets or to be able to somehow see into the future. They make lots of money from their followers and abuse those same people in other ways. However, the last thing they want is to be scientifically tested. Those that have failed horribly.

Only 1 bullet point. To speak for God about the things to come. The Bible says that Jesus will come again and the time is near. So by the definition, if I tell others about the second coming, I am being a prophet. But the term prophet is usually applied to Bible writers who were given specific future events to tell about. For example, Obadiah prophesied about the fall of the people of Edom. Malachi says the prophesy came true.

Are you a prophet? Then you will lay down your life down for the brethren. You will have no hidden agenda for self. Only Christ. You will never seek your own glory only His. Beside this, there are three main qualifications:
*A Prophet must Speak in the Name of God (In the name of Yahweh, Jehovah).
* The Message Must Conform to the Revelation Which Has Gone Before (God cannot contradict His word).
*A Prophet's Prediction Must Be Verifiable- there should be short term predictions and long term... the short term to verify by others that they have come to pass. These predictions serve to identify a person as a prophet, and so give credibility to longer range predictions.

They need to be correct.
Sorry, I don't know how to bullet. As the Bible says, there were many false prophets. What Israel used to decide if they are true prophets was their accuracy. Thus as Jeremiah proclaimed of the prophets, they "cry, 'Peace, Peace'" but there is no peace.
A prophet is someone who claims to speak for God and to tell us what God is doing in the near future.

Well for starters if you have to ask then you are not qualified!
Sorry, but a prophet is -
First called of by God for specific reasons
Second given authority to speak to those people he or she is called to go and tell them what God wants for them to know.
Third be entirely faithful to go and tell the people what God has for them or suffer for not doing so.
Fourth be fearless
Fifth One must be 100 percent dead accurate no 99.99999999&% is allowed
Sixth God does not grade on a curve, meaning you utter His words and do not add to them or take away from them.

This is a Prophet of the LORD God. Then there are false prophets who hear spirits or demons or antichrist spirits or hear nothing & are just trying to make money.
Test the Prophets to see if they are hearing from the LORD God. Do they tempt you to go after other gods, spirits or ghosts? Do, they tempt you in your flesh to commit idolatries or fornications (adulteries)? Do the Deny that the Messiah has come, died on the cross for our sins & raised from the dead for our justification, for all of us humans on earth? Do they deny the Father & the Son? Do they deny the Power of the Cross & call it worthless or foolish? Do they deny the Power & gifts of the Holy Spirit? Do they deny the Resurrection from the dead?
Also, if a prophet declairs a thing & that doesn't come to pass that prophet didn't hear from the Lord. But in some cases, like in the book of Johah, the first declaration was the destruction of Ninevah, & the people repented, so God didn't destroy Ninevah. And this was actually prophetic to the Savior Jesus christ. In that his blood atones for our sins & we can be saved by Grace. Jesus was in the heart of the earth, like Jonah in the whale for 3 days & nights. So also Jesus raised from the dead. And then resurrection power for us too.

Nobody "qualifies" as a prophet - if you look in the old testament all the prophets spoke out against the ruling governments/religious establishments. A prophet is someone who says what God tells him to say.

There are no true prophets outside of those in the Bible. These are the only ones we can really trust. and we should not follow anyone who does not agree 100% with these prophets.
Anyone who contradicts the prophets of the Bible is a false prophet.
