If it has power locks, you can do it aftermarket. The dealer will charge more.
It must have power locks though.

does it have power locks, if so you should be able to get a keyless installed, here it is around $200, however the saleman that my dad talked to said if you did not have power locks they could install them but it will be costly.

I was told by Toyota that it had to be run through the computer to make it work on my 99.They're talking around 200bucks.I'll just use my keys for that kind of money.

any car can have KE installed for about $150. Don't do it at a toyota dealership, they'll take your arm.
