My cruise ship stopped at Martinique last year. Within walking distance downtown is a fabric shop. I can't remember exactly where, I know we went downtown where there is an open air market and a beach, and within a few blocks of that the shop was on one of the side streets. I am sure that you could ask and someone could direct you. Maybe learn the french words for "sewing fabric" first.

I got a meter of fabric that had a map of Martinique, and borders along both edges with shells and flowers. I plan to make the map a center panel of a quilt. Have fun!

I have cruised many times and have been to the Eastern Caribbean several times. You may find fabric shops but I doubt that you will find quilts. But, the primary shopping port stop for the Eastern Caribbean is St Thomas. That may be your best stop to shop for both. I suggest that on all/both of your port stops you just ask one of the natives who will be working in a vendor stand, rather than someone working in a shop in a building.

I have seen many places where they sell linen table clothes and such in shops in St Thomas so remember this.
