I hit the raft with my right side of my face first and I felt a sharp little pain in my neck. Didn't think anything of it now, a day later, my whole right side of my neck and upper back are in constant pain. When I move my right arm pain shoots to about my mid forearm. Is this just a muscle strain or something else? If so what can I do about the pain.

Take some pain reliever medication. If this doesn't help or the pain persists, see your family doctor.

It might be muscle strain, or you may have pinched a nerve. The doctor will help you determine if it is one or the other - or if it is something more serious.

If it were me, I would seek medical attention right away to have my source of pain determined and to take remedial action to relieve the pain. You may have some underlying spinal injury that you may be made worse if it is not diagnosed immediately! Don't think too long, just do it!!!

Honestly you may want to go get it checked out. It could be a compressed disc in your neck.
