I know it is by engine size, but let's get real, scooters aren't taken on the highway (at least I've never seen one) and aren't driven like a motorcycle.

There are indeed scooters which have huge engines, even up to 350cc!! But if you're talking about just the average "kid" scooter, no you don't.

the reason for differences between scooters and motorcycles is that scooters are built so differently so that they CAN'T go fast. Try going fast on those teeny wheels!!
Plus they turn differently, so going freeway fast on a scooter would actually be deadly.....especially with those tiny wheels.

So if you're looking at a scooter that requires you to have a license for, you might as well get a motorcycle. Because that license might allow you to use the scooter on a highway, and that's more deadly than riding a motorcycle on a highway.

If you are riding a scooter that just barely needs a license, then try riding without, and don't get caught. I really doubt that cops will stop a scooter to see if the rider is fully licensed. Altho' the plates on the scooter would have to have corrrect ones, too. So good luck.

Depends on the State laws. Where I live, they go by Brake Horsepower or CC's to decide what type license or permit you need. Some go by age for each vehicle. Last I knew, my State had motorcycle and also scooter licenses.

Generally yes, a scooter is different from a moped. You can't take them on the freeways but you need a license and registration anyway.

In some states, yes you do. In others it is considered the same as a moped, and you can ride with a regular license. In still other states they aren't allowed on the roads but treated the same as golf carts, private property use only.

in wisconsin you don't need a special license if it is 50cc or under. Anything over that is considered more than a little moped and you need to get a motorcycle license.
