Tough love is an expression used when someone must treat another person harshly or sternly in order to help them in the long run.
In most uses, there must be some actual love or feeling of affection behind the harsh or stern treatment to be defined as tough love. For example, genuinely concerned parents refusing to support their drug-addicted child financially until he or she enters drug rehabilitation would be said to be practicing tough love.
The rise in numbers of death of teenagers participating in tough love–based programs has questioned the principle of tough love.

Love is more than flowers and hugs and teddy bears.
Love is to genuinely care about the person
Love is to genuinely care for the person
Even when you see them going the wrong way, or out to harm themselves, or allow another person to harm them.
Tough Love is when a person cares so much (Usually parent and child) that they will say "I love you too much to watch you do this to yourself" and to attempt to block the person from repeating what is harming them.
A common form would be a drug or alcohol intervention. Not fun for anyone involved, but it can save a life, and eventually result in a restored relationship. Tough Love is when someone is willing to risk the relationship in order to "help" remove the person from some form of danger or abuse.

They force you to see a situation in a light you have not wanted to see clearly. They decide to do something to prevent you from doing something, for your own good. Example: a teenager gets poor grades, uses drugs, hangs out with the wrong people and is headed in an entirely wrong direction. Parents decide to send the kid to a rehabilitation center for 6 months. It's a hard decision to make, it's even harder to go through, but it's a tough love technique to get the kid help he won't get otherwise.

It is usually a decision a parent makes out of love and even fear for their childrens' sake.
For example: If a teenager 'borrows' the family car without asking permission, the parent might report the car stolen to the police in order to show their child that they should expect that certain behaviors will have severe consequences.
It's usually done in desperation to teach their children what they need to do in order to grow into a responsible adult.

It's when people, usually parents, stop babying you when you're in trouble. Like if you're a drug user and your mom always bails you out of trouble and pays off your debts and rent while you blow your money on drugs. Tough Love is when she stops doing that and makes you face your actions.
