You need to understand that "expungement" means removing all recorded evidence (written or digital) of an arrest. The statement means that the official policy of the police department is that they are neither for nor against doing this.

If you wanted a record expunged, you would need a court order anyway and then only for the person who has the order. The Police comply with court orders.
