I have talked to a cop that didn't put it the way you just did, but essentially he said the same thing.
Also I think about the religious implications of what you said.
There are people who don't believe God, and they don't fear Him either. Unwittingly, they become enemies of Him. But the same people tend not to believe in the Devil, and so do not fear him. They then are subject to what he wants from them if he decides to use them.

False. That enemy that no one fears, he could be weak and unable to do anything. I think the most dangerous one is the one that's closest to you.
"Keep your friends close and your enemies closer."

It really depends on who that enemy is. If it is one that deserves to be feared, and is not, then that is fairly dangerous.
