Well both are good...
It is good to exersise when it is hot because you sweat more. When you sweat you loose calories.
It is good to exersise when it is cold because when it is hot you can over heat, when it is cold you can work out longer without heating up.

your body will actually adapt to either after some time.
You just have to make sure to drink LOTS of water (colder the better) when it's hot, and wear lots of sunblock - protect yourself. Also, if you are out there for a long time you should take salt capsules and drink a sports drink in addition to water. For salt you can take Thermolyte, or you can just get those little salt packets from McDonald's - either works fine. This is because in the heat some people tend to drink too much because they are hot... and oversaturate their bodies with water... which causes hyponatremia. The salt helps the body absorb the water properly.
Also, wear Thermalyte, Climalyte, Cool Dri, Dri Fit, ClimaCool, etc - any one of those moisture wicking fabrics to keep the sweat off of your skin. It will prevent blisters/chafing and will help you stay cooler. Make sure your socks are of the same material. Cotton becomes abrasive when it gets wet... so if you sweat on a cotton shirt or cotton socks... you are more likely to get blisters and chafing.
In cool weather, make sure you have layers on... start off with a sweatshirt on, and after you warm up, tie the sweater around your waist. Protect your ears (beanie or headband), and have room temp water in your water bottle. Gloves are also a good idea.

I myself love being outdoors, but I live in Florida...so I have been going to the gym during the summer months.I tried biking yesterday afternoon but it was so hot outside that it was not pleasant.Everyone has different tolerance towards the heat though...I believe that as soon as we stay hydrated by drinking lots of water it doesn't matter whether we are inside or outside. The most important part is keeping up the healthy lifestyle.

In the summer when it is hot, try exercising in the early morning. A cooler place is definitely better. You could suffer the harmful effects of dehydration and overheating if you don't. Make sure you keep rehydrating, preferably with a sports drink to replace lost body salts.

It is irrelevant, for the most part. The important thing is staying hydrated and being comfortable. If it's too hot, that's fine. Workout indoors. There's less risk of over-heating. The number of calories burned and overall effect of the workout will be roughly the same no matter the temp.

I live in Florida, so I walk early in the morning when it's not so hot. as long as you drink enough water and don't overdo, exercising in heat won't hurt you. also exercising in the cold won't if you don't stay out too long. it might even help you burn more calories because your body will be trying to keep your organs at a good temperature. what the temperature is outside isn't as important as using common sense in dressing and keep hydrated.

It's not really relevant. Your heart musces (including your heart and diapraghm aren't really working any harder just because it is hot or cold.
You may need to warm up your muscles a bit longer in cold weather to prevent injury.
Hot weather may put you at risk of heat stroke, heat stress or dehydration.

If you're trying to lose weight, work out in a warmer enviroment so you will sweat more and burn calories quicker.
