Not here in Oregon. My daughter was recently failed for this, matter of fact they didn't even let her finish taking the test after she hit the curb! Best solution is to practice, practice, practice and be sure that you know the vehicle well!

In most states, hitting the curb is considered an accident during your driving test and is grounds for failing the test.

Not normally. The curb is just like the cones and you are supposed to know where your car is in relation to other objects. Most States have a maximum distance you can end up away from the curb, but not hit it.

I hit the curb on my driver's test and passed. It was also about 10 years ago though.

I would say it would be overlooked if you demonstrated the knowledge of how to parallel park and simply bumped the curb while doing it. A definite fail would be to hit a parked car.
