I'd go with some very sweet simple headbands. You could place the headband behind the bangs of the older child and do something a little different with the headband for the younger. Or you simply could put together little flower clips.......the nice thing is that hair accessories are much prettier now. Definitely leave them with a natural look and add a little splash with some type of accessory. I think everyone looks better when they look like themselves. Good luck!

Ok, I am not a pageant mom, so don't take this the wrong way, I am a mom of a 5 year old blonde with very fine, straight hair. She was a flower girl in 3, yes, 3 weddings last year. Her hair doesn't hold curl well, and I was at a loss, until I got her a "fake" hair clip on curly hair piece. I got it at a Sally's beauty supply store, it matches her hair perfectly, cost about 15 dollars, which was cheaper than getting her hair professionally done once, and is so easy. You just put her real hair into a pony tail or bun and clip on the fake curly hair ring, and you have a perfectly done updo. In all the weddings, she wore a flower ring halo too. When the evening is done, just take out the fake hair, and they have their natural ponytail back! Best wishes!

No matter what make sure it is age appropriate and they compliment each other.
My daughter was just a flower girl this past Saturday and there was also another little girl who was another flower girl. When I spoke to the bride she told me how she wanted my daughter to wear her hair, parted on the side and swept up on one side in these clips she bought for her, she preferred the other girl (who was younger than my daughter) wear her hair the same way. The mother of the other little girl wanted to have her hair done professionally though and decided to go against the brides wishes, she basically had an adult hair-do on a 4 year old head, it wasnt very flattering. And truly because the girls hairstyles were so drastically different, they looked funny standing together, like I hadnt done enough and the other mother went way overboard, there was no happy medium. So my only advice would be to make sure they are age appropriate and compliment each other.

Do a variation of an Up-do for the Jr.Bridesmaid - top bun with ringlets or a top-mounted ponytail with ringlets. Or just ringlets in her shoulder length hair. Embellish with flowers
For the short bob, use a nice barrette to pull the bangs away from her face - and pin a silk ribbon bow made with 1/4" or less ribbon. Embellish the ribbon with baby's breath.

while you're having 3 or greater flower women, she may be the "chief" flower lady, and her "job" may be to get each and all of the others down the aisle. At my acquaintances wedding ceremony, she had 4 women...the oldest exchange into her 8 twelve months previous daughter. After the ladies walked down the aisle, the three young women sat contained in the front pew with the relatives and her daughter persevered as much as the alter with the bridesmaids. It made her "particular" and he or she have been given to work out mom and step dad marry up close. while all of them walked bypass into opposite the aisle, the different flower women joined her. i'm hoping this enables......

How about a pretty barrette that matches the color of the dress for the little girl? And for the older one, how about she curls it and add some bobby pins pulling the sides up from around her face?

A French Braid with the "tail" tucked under for the older girl.

I prefer hair which is shoulder length or longer, And also since that men who like females are more often then not straight, they like long hair because that looks more feminine, as most males have short hair.

I would leave it in the bob style and put a decorative headband or barrettes in it. Something with a bow or something that sparkles. It would be cute and save you time from doing something complicated.
