Take the people who stole the dog to small claims court or go to the police and ask them why they refuse to uphold the law! Never use magick when you can solve the problem with non-magickal means.
I have two furkids who I would protect with my life, but before I started slinging magick about I would start slinging the law about and demanding that they do their job. Short of that I would watch the neighbor's house and the minute I spotted the dog, I'd get it. The police wouldn't do anything to get it back for them! Case closed.

You don't need a spell. You need to take legal action. If you call the dog back to you, what's to stop them from taking him again?
Even if the dog has no monetary value, he's still your possession and still stolen property. The police ought to help you on the principle of the thing. If not, try getting a lawyer instead. There's always emotional damages.
You could also go up to the house and call him with your voice. If he gets excited and wants to come to you, there's your proof and you must confront your neighbors.
Spells are for subtley and good for perspective, but for some situations you MUST use action. If you haven't the will to take physical action, you haven't the will to use a spell for this properly anyway.

The true magic is in your heart. Your dog knows how much you love him. Animals are far more attuned and empathic than humans. Trust me, he will come home if he is close by and he can escape. Give him a few days. Sorry, I'm not a wiccan, but I do believe in the power of the heart and mind.
Edit: Also, if you can prove the people took him, you need to press charges. That's messed up.

If someone took your dog and you know who did it, the police shouldn't care whether it's a mutt or not - it's still YOUR DOG. If you have proof that it's your dog (vet records, city license, etc.) then the police should have to help you reclaim your property. (Legally a dog is property, and taking it without permission is stealing.)
Call the police. Magic is the last resort, not the first.

im not brilliantly experienced with wicca but i do candle magic quite a lot and that seems to work for me,
i get a candle, write up what i want with a pencil and thank the powers that be at the end, try to be as unselfish as you can, ie its for the dog more than yourself and never wish harm on those who have your dog but ask that they find something else that will make them happy, i use olive oil to anoint the candle, (tho i havnt always and it still worked,) and use nutmeg, for good luck i sprinkle that on the paper, this also helps the paper burn better, and let it burn then i spread the ashes out my window and i have my own little chant. however i also agree as does nature, that you have to do things yourself to, so do that and go talk to those with your dog afterwards and explain how much you love your dog.
i hope it works for you but these things dont always work in the way you want, more the way its supposed to be, and you could always try again and ask it in a different way.

why dont you just go GET the dog? Using physical action instead praying and waiting for a spiritual one?
I'll still try for you, but I seriously think it's more up to YOU to get the dog back not any of us in Y!A.
