I have an Ontario Learners permit, and I'm moving to NC for college. Am I able to use it to learn on the streets before I have a test for my NC licence?

No, you MUST get the local NC learner's permit.

Most states have laws that permit a full time student to drive on their home driver's license, including provincial DLs, although I'm not certain about North Carolina. At a minimum, you'd have to comply with any restrictions in NC that you have in Ontario. No chance of getting your regular license before you leave for school? I had a Saskatchewan DL when I came to Tennessee for school, but I had my normal, unrestricted license at 16, so my situation was a little different. I strongly recommend you contact the North Carolina Highway Patrol for an answer - should be able to find them on any search engine and get contact info. For something this important, don't put much stock in the answers you get here, unless it comes from an NC police officer!

Nope; have to swap it for an NC permit or get a USA license if you are ready
