Avoid Fridays, and the end of the month. I've found that mid-afternoon or mid-morning is best. The one on 34th street typically has a line around the block before it even opens.

I went to the 34th street one first thing in the morning on a Thursday in late August, and got my license in less than an hour. YMMV, good luck,

First thing in the AM. And go to the one at the Atlantic Terminal in Brooklyn. It's scary easy. *Too* easy...
