My slow apartment neighbor who is an expert at complaining thanks to his mom is getting a dog. I can see it now where my neighbor is walking his dog near my balcony where all tenants walk their dogs and my cats hiss at him out of fear. My neighbor is the type who will knock on my door and tell me my cats are scaring his dog. He will make it seem like he is so nice while criticizing me. Granted he may not understand what is going on but at same time is trying to make my cats the root of all problems. How should I handle this if it happens?

Keep your cats in and don't let him encourage his dog to attack them. If he's not a responsible owner you'll need to talk to the mother about his behavior.

His dog isn't allowed inside your home and he probably shouldn't be either. Until he does something illegal, you just need to be able to cope.

Speak with the mother,perhaps? Explain that your kitties are exactly where they are supposed to be,doing nothing wrong. He will be,esp. if he purposely goes by your balcony with his dog,to get a "rise" out of you kitties. Terrorism is not cool,or acceptable,people or animals! A chat suggesting he not walk his dog by your balcony,scaring your cats ,might help.

Cats or any animal on a balcony are never a good idea anyway. Yes they are good jumpers, but accidents can and often do happen. Your kitties would be much safer inside your apartment.

When he gets the dog say how cute it is and ask if you can play with him. If your cats hiss at his dog and scare it say oh, hes just scared of the little kitties and they'll get use to each other. Normally I wouldn't say this but since the kid is slow, sometimes we have to do the right thing and humor them. Tell him who couldn't love an adorable little kitty.
