it is growing just not noticeable to you. He most likely cut you in a thinning process and it grows width first. If it is short it takes a long time to process. If you go to the hair dresser they can even it out for you and style it a little better. You will see results sooner then. Keep brushing it daily. Keep it clean and conditioned.

The only thing you can do is keep it healthy while it's growing and go to a stylist to see what they can do to help correct some of the mess your hubby made. Why on earth would you let him cut your hair? It's obvious he's not a professional.
