Another scripture says,
Psalm 115:17 The dead praise not Jah, Nor any going down to silence. (YLT)
The point then is the condition of the dead, isn't it! The dead as another scriptures say 'are no more' by saying,
Psalm 39:13 13O spare me, that I may recover strength before I go from here, and be no more. (ACV)
Since the dead are no more, do not exist, God is not their God. He is not a God of non-existent beings. The faithful dead however are promised a resurrection, and at that time he will prove to be their God in deed, by bringing them back to life (most in Paradise on Earth).

The Bible says that we shall live forever and ever if we believe in Jesus. (John 3:16) That would make it reasonable for God to be the God of the Living. Remember, Death, according to the Bible, is when we choose to not love God. It is spiritual death that is a life without God.

Look at what the Bible says about the dead.
(Ecclesiastes 9:5-6) For the living are conscious that they will die; but as for the dead, they are conscious of nothing at all, neither do they anymore have wages, because the remembrance of them has been forgotten. 6 Also, their love and their hate and their jealousy have already perished, and they have no portion anymore to time indefinite in anything that has to be done under the sun.
God has more interest in talking to the living...so that they stay living.
(2 Peter 3:9) Jehovah is not slow respecting his promise, as some people consider slowness, but he is patient with YOU because he does not desire any to be destroyed but desires all to attain to repentance.

When reading the Bible, always keep in mind that Jesus says his is a spiritual kingdom. When people forget that, they get off track. The ideal is to be spiritually pure.
The term "living" is meant to represent people who are spiritually alive. It isn't referring to biological life. Dead, then, is referring to people who aren't even aware that they have the potential for spirituality.
Because we're talking about a Bible verse, it of course is meant to convey that those who heed the Word of God are spiritually alive, and should be working on perfecting their spiritual selves.

God of the living means God of those that will be live Eternal life in heaven with the Father and Our Savior Lord Jesus Christ
But not God of the Dead means hei is not God of the ones who does not believe in God and is follower of Satan the God oof the dead who will spent time in hell

With THE LORD GOD no one is really dead. Man's limited knowledge (science) even tell us that the future exist but we do not only know where the past is. But today, there is a theory that the past lie or exist in our hyperspace or in the micro-micro world-(a billion-billion-billion times smaller than an atom) in relationship to us. Maybe it has a semblance of truth, as the sound of the big bang 10 billion years ago was yet retrieved from the micro-micro-micro world so very, very faint. In the theory of relativity that micro-micro world is similar to our world; they are actually the same in relation to infinity. On one hand, man is without a power and thus, lives in a segmented time where there is a past, present and future time. But to THE LORD GOD as HE created time and created eternity for mankind; where time is likened to vertical time where everything grow higher infinitely and not as a passing time where everything grows older; time to THE LORD GOD is seamless and is one thus. with THE LORD GOD no one is really dead. THANK GOD; FEAR GOD; PRAISE GOD; GLORIFY GOD; HONOR GOD; LOVE GOD AND WORSHIP GOD.

Short and to the point:
"Living and not the dead" because if you serve God in the way he intends you to, and follow all his laws, even if you do die, he has you present in his mind and memory. So when the day of resurrection comes, he will bring you back to live.
Remember God has a "book of life" where all the names of the faithful are written, be it if they are dead or alive.

I would say that the "living" refers to believers - people whose souls aren't lost. Living spiritually. The "dead" refers to non-believers - people whose souls are lost. They are not living in the light. They are do not have the life. The Bible said that life is found in Jesus.

urrm...i think....cos if you love God the Bible says you will have eternal life...so you won't ever really "die", you'll just leave this world, so in God's eyes, if you accept him, the Bible says you will have that eternal life...so you'll be living. Which makes God the God of the living...
at least that's how i take it, could be wrong.
