Just booked with Avis a car rental in Spain and quote comes up with UKL after it. Is this £'s or Euros?

UKL stands for UK libras - Spanish for pounds sterling

GBP is the official abbreviation but often in Spain you see UKL as above.

UK = United Kingdom
L = Libra (Latin for pound) as in Lsd

So £'s Sterling me old mate!

Euro would be EUR or €
Most probably they cannot use/find the £ sign.
