Being an IT guy myself, I know we hate it to be troubled with stupid problems. So like 3 or 4 times a week unplug a different device and tell him its not working. Since he will be there so much print out a pornographic picture at home and put it under your desk when he leaves the scene, say he left the picture there. I'd do part 1 just to mess with him, part 2 to get em fired..

You don't get back at him - you will be fired.
This guy is interested in you socially - but he's going about it in a really immature way.
That said, speak with your supervisor about it and heavily document the pranks he pulls just as you would any other form of harassment. Explain to your supervisor that he's really behaving in a disruptive manner - etc. and you would like it to stop. Get your boss' permission to write a stern request to the IT guy and copy it to his boss as well.
Then, tell IT-guy, both to his face and in a paper (not email) statement that you would prefer that he stop his pranks and jokes - that they're interfering with your work and are making you uncomfortable. Don't be mean, don't offer an ultimatum, don't threaten. Just tell Joe that his pranks are really not funny and are terribly out of step with a professional office. Indeed mention them - like the time he put the Star trek screensaver on your desktop that kept saying, "Beam Me UP, Scotty!" all day.
And messenger a copy of this letter to both your supervisor, his supervisor and HR.
I would bet $$ that he backs down.
He may try to retaliate by not servicing your machine when it needs it - but then you write him another paper message (copied appropriately of course) explaning that you've submitted 5 work orders to have IE7 installed on your CPU - and are surprised that he has managed to service everyone else's computers but yours - even though it appeared to be a 5 minute download.
Again, copy appropriately - I will bet $$ you get downloaded within the day.
Again, he's behaving in a really immature manner. Sadly, the results he wants - are not the results he's getting.

As the title to Judge Judy Sheinlein's last book states, "Beauty Fades, Dumb is Forever." The description goes for men as well as women. If you are not willing to put up with the "IT-boy's" antics for life, then it's best to forget "IT" because he's not going to change... dumb is forever!
Now... if you wish to end "IT-boy's" antics around the office that are bothering you, then you must report him to your supervisor. Harassment is not just sexual in nature. Harassment is any sort of bothersome behavior which is interfering with your work and making for an uncomfortable atmosphere. I'm sure that when the supervisor realizes that your productivity is being hampered by "IT-boy's" idiocy, he/she will be down "IT's" throat in no time!
Maybe, after the smoke clears, "IT-boy" will finally stop acting like a jerk and start respecting you. Maybe.... just maybe then there might be hope that "IT-boy's" eyes will have been opened and he will stop being the "most annoying person ever"... and maybe might lead to something.... ... better?
Have a great day!

First, talk to the IT guy and tell him that you would appreciate it if he would treat you with the respect you deserve as a coworker and to stop messing with your computer.
Talk to HR if that doesn't work.
Unless you guys are friends the prank war will only escalate until one of you gets in *big* trouble. If he's at work he should have a professional attitude towards the property and towards his coworkers. If he doesn't then talk to HR (and start documenting all instances of him messing with your computer)

You can politely tell him that you like him, but his jokes are going too far and you'd like for him to stop... now. Tell him that they aren't funny to you. They're aggravating and you really don't enjoy them. He probably thinks he's being clever and hilarious. He may not realize that you don't share in his overpowering wit and imbecilic charm.
As a last resort, if he doesn't stop out of courtesy, you could tell him that if he doesn't stop, you'll have to report his pranks to his supervisor.
Good luck.

Maybe if you ignore his pranks, he will eventually quit doing it. If he sees he is no longer getting a rise out of you, it won't be so much fun for him. If that doesn't work, just tell him you would appreciate if he would quit messing with your computer since it is company property.

Talk to your boss. I'm sure the boss would be less than happy to find out his IT person is screwing with HIS computers.
Oh, and the coffee on the balls idea the first poster had is excellent.

Smack him. But since that might get you fired, then perhaps you should create a .txt file on your desktop named something like "DON'T OPEN" and when he does... write something in there really insulting to him or embarrassing about him snooping and being a pest. That way, only he and you know about it.

Don't stoop to his level. You'll only start a war. And with access to your PC and a wealth of technology at his fingertips, he will win. The best thing to do would be to talk to your manager and have him/her talk to this guy's manager about it.
