Probably because the power connections are mixed up. There should be a 12 constant power at all times even when the car is off. It should be the yellow wire if the tape player is an aftermarket. The next wire is the key accessory switch is has 12v only when the car is on or acc. Connect it to the red wire of the tape player, and the black wire (ground), connect it to the black wire of the receiver or just the a metal part of the chassis.

There are these new things made after 1984 called CD's superior in almost every way to magnetic tape. Does the radio play? some time the little fan belt that drives the capstands dries out and won't turn the tape use a bic pen pencil to tighten up loose tapes before inserting them.
