My friend (20) is getting baptised and she is thinking of wearing a dress over jeans, she will be getting fully emerced.

Getting baptised is the important thing. God doesn't care about her dress or jeans as long as she dresses modestly. If she feels comfortable dressing that way, let her.

I don't think a dress over jeans is acceptable ANYWHERE, lol!! Sorry for the laughing (and I'm not an overly-fashionable person) but... ewww!

LOL.

Um, why? It doesn't make any sense to me. I would't worry about it. If she's so worried about it, have her wear a swimsuit under her dress and if anyone "sees" anything, they won't see anymore than they would at a pool. Besides jeans will be SOAKING wet with water and she will carry all that water with her when she walks out of the tub/pool

I have to agree that the jeans will get heavy when they're wet so I'd avoid them. Just tell her to wear a pair of shorts under the dress.

Jeans get awfully heavy when wet.
Why not just wear the dress? Maybe with a slip for modesty's sake.
