Apply in the embassy of Germany since you will tour Munich. However, if you want to enter a country first before Germany, Italy is the easiest way to apply for a visa because you just have to mention that you are visiting the Vatican since you are from the Philippines.

The Schengen Visa only apply to Germany.

i surely do not know which one is the easiest or hardest ,
but you should apply soon ,
if you are in a tour ? it should be easier to get a visa .
most EU visa are hard to get in any country .
