Apply in the embassy of Germany since you will tour Munich. However, if you want to enter a country first before Germany, Italy is the easiest way to apply for a visa because you just have to mention that you are visiting the Vatican since you are from the Philippines.

The Schengen Visa only apply to Germany.

Just get a reputable travel agent as they will know what to do. If you plan on staying most of the time in Germany, then that is where you should apply for the visa.**

i surely do not know which one is the easiest or hardest ,
but you should apply soon ,
if you are in a tour ? it should be easier to get a visa .
most EU visa are hard to get in any country .
