I live alone and so don't have alot of rubbish and although the recycle bins for food/garden waste should be emptied every other week instead it only gets emptied every 4th week -- I've actually stood and watched the binmen look in it then leave it there!!
I ring every time to get them to come back but I'm so fedup with having food rotting in my bin for 4 weeks what can I do to make sure its emptied as it should be every 2 weeks??

Start composting. It's a better solution all the way around.

It's probably cause the bin's not overflowing completely, our binmen are like that. The bin will be 80% full and instead of taking it away, they leave it which by the time they've come the week after, it's overloaded, there's bits falling out and everyone just throws it in the waste (which shouldn't happen).

Hit them in the pocket book. Keep meticulous records of when they do and don't empty the bin and also of the undesirable effects of their failure to do so. Take a few photos or a video showing what happens. Refuse to pay for service you do not receive. If they take you to court over the matter make sure it gets mass media attention. If they refuse to give you service, take them to court and make sure it gets mass media attention. Sure, what I suggest is a dirty job, but somebody's got to do it or they will continue to walk all over people.

i have had trouble with them myself but i do not know where you are to be able to say if i know the rules that they have. this is what i did...
i called and i sent letters to the local councils member of Parliament and then they put the hole thing to a special investigation unite and they stayed on it until the hole thing was fixed.
just ask for money back for the missed bins and the time and hassles to get the bins collected. this will make them think hard about it next time

take care of it yourself
instead of relying on bin men
if they stop coming

how will you survive

Organic waste is responsible for 70% of contamination in Land fills if it goes out with the trash ,so please do not do this,
the organics ferment mix with dangerous metals and leech contaminants down into subteranean water suplies ,or streams for many thousands of years

Burning is the worst you can do.
trash includes plastics ,and worst of all styrofoam ,
the smoke from this is pure poison for the air one of the greatest factors towards aipolution like burning tires
please dont burn trash

and leaves are the trees way of making top soil
one should never burn leaves but place them around trees to add to their food

or use them to make compost

a general note on compost

bones,treetrunks,cardboard,egg... clothes(if they are organic),poop,leaves,kitchen waste,foodscraps,newspaper,
and kitty litter

All can be put on the compost heap

as long as you seal it with a covering of leaves .or put a piece of plastic on top ,
keep it moist and in the shade ,it will then get hot enough to kill all parasites

the worms will devellop, and take care of everything ,the moisture helps decomposition

the plastic keeps in the moisture and protects the worms from predators .like chickens ,birds armadillos, and even dogs .i have seen going in to eat my worm culture

you could add a bit of lime now and again
to make the process more potent

HOW
make the compost in a shallow hole ,so that it retains more humidity,
about 2 square meters is good ,and have it under a tree or put a little roof over i t,which does not have to be water proof ,so a palm thatch is enough,

and makesure the garden sprinkler gets there or spray some water on it ,at least once a week, dont have it water logged or the worms will drown or leave

RECYCLING
Cardboard is also acceptable for recycling

so is glass if you classify it in colors, and
aluminium cans

Take photos of them and make a video if you can. Then if the council don't act, expose them to the media.

Ring the authorities and tell them, or you can wait until they come and make sure they take it away.
