Can this be prevented/retouched?

This is called a chromatic aberration and is inherant in most digital cameras. It is caused when light of differing wavelengths strike the image sensor and can be prevented by the use of lenses which have glass with a special coating and are known as low dispersion, or LD glass elements. If you shoot with an SLR style digital camera, find lenses that are optimized for use with digital cameras or which feature SLD, or LD glass. There are certain programs which can reduce these aberrations, such as photoshop lightroom and CS3. Hope this is what you were looking for.

Peace

Chromatic aberration is a function of the *lens* more than it is of the camera sensor. However, the nature of digital cameras is that this problem is more noticeable than when film is/was used. In general, the better the lens, the more this problem is avoided. In fact, one of the main functions of lenses having more than one or two elements is the prevent this problem.

Different wavelengths of light bend at different rates when they go from air to glass and back. And different kinds of glass bend light differently. So, the various elements within a lens are usually made of different kinds of glass for this reason.

Photoshop CS2 (in the digital camera RAW file editor) and CS3 give you the ability to correct blue/yellow and red/cyan fringing.

Fringing is an unfortunate effect of some of the sensors used in digital cameras. If your camera shows this tendency. then unfortunately there is little you can do except use the lowest possible ISO settings. Yes, if you have the patience, this can be retouched in photo manipulation programs
