Take him to an avian vet NOW! He is in pain and could go into shock and die or an infection could set in through the broken skin and he could die. Plus, you will not be able to properly set the leg yourself.
By the way, I cannot believe that the previous poster said that because it is "Just a budgie" and it will cost more than the bird's purchase price to fix its leg that you should feed it to the cat! All pets, no matter how large or small, how inexpensive or not, are our responsibility when we choose to bring them into our home and deserve the best care. If you can't afford the cost of all care, including vet care, you should not bring the pet home in the first place. You can't put a price on life and companionship.

Vet.
I have a brown throated conure who got on the african grey's cage and the grey broke his leg. The vet bill costed more than the conure but they fixed him up with a piece of surgical tape.
I had to keep him in an aquarium while he healed so he wouldnt be trying to use perches. Now he is fine although one toe is permanently curled backwards.

I hate to be the only voice that differs here. And I KNOW this wont get me anywhere near the BEST answer.. but I feel I need to at least tell you this side of it.
It's a parakeet, not an African Grey or a Mccaw or Conure or any other expensive bird.
If you are not HORRIBLY attached to the pet, feed it to the cat and go get another parakeet.
The vet bill will be way more than the cost of the bird.
PS. I am a bird lover. I have quite a few of them, but I'm also a realist.

Take him to the vet they can set his leg. Call them first so they can give you any advice to prepare him for trip to vet. Birds are delicate and get stressed easy so be calm and cover the cage in transit. Poor thing, take care

If you don't take it to the vet, the poor little guy will probably lose his leg. And there's a high risk of infection. Besides which, it takes very little blood loss for them to die of it. Take him to a vet ASAP, this isn't something you can take care of yourself!

Take it to the vet to put a narthex on it. Quickly, because it could get infected or make permanent damage.

oh my gosh!!!! get him to an avian vet or emergency clinic immediately!!! a broken leg wont kill a bird but the stress from it can!! plus there is the risk for infection......GO NOW!!!!

Wow, it's obvious you don't care for your animal at all. If you did you would take him/her to a vet and you would stop calling him/her an IT. If that bird survives, which it probably won't, give him/her away, please.
