The best set to get him is one that is fitted to him.You would have to let him go to a pro shop to be fitted.Everything from irons,drivers,and even a putter.I am not just saying this to help pro shop sales.I got a cheap set fit to me and it played better than an expensive set,and cost less.I am not saying an expensive set wouldnt make him happy,but getting fitted would make you a hero,he might find get a lesson from the pro fitting him and help his game while he is getting a new set of clubs.

Definately get Callaway X-20's. They are very forgiving and have lots of appeal. They have been Golf Digest Hot List Editor;s Choice for three years straight in the "Game-Improvement" Iron category.
Or, you can get the Callaway X-18's. Also have the same award. Just last years model. So it's cheaper now. They're basically the same club, the X-20's have just a 6% lower center of gravity, only difference.

Wish my wife would buy me a new set of irons :)
If he's new to the game, he's doing well being off 15!! As he progresses, he'll want more workability, but being new, he'll also want forgiveness. The Srixon I-506 are great for this.
However, I'd strongly recommend he goes to the local course and tests a variety of clubs and gets custom fitted. The club pro's will be able to set up the clubs to match his game and handicap.

There are many good brands of irons out there, but like the other folks have said, make sure he gets fitted for the irons.
I've attached Golf Digest's 2007 Hot List for irons for some brands you may want to consider. These are some of the best brands out there and can get rather expensive, but they are all quality clubs.

Definitely a gift certificate.
I know its not as cool as having him unwrap a big box but I'm sure you can do something creative around it. You can even plan an outing with him to the golf store if you want to make it personal.
But seriously, unless you absolutely know what type of clubs he wants (and obviously you're asking the question here). This is a risky move.

Once my former girlfriend bought me a driver which cost about $350, i used it a couple of rounds and had to re-shaft it and cost me $180.
So it's not practical to buy without knowing the specs. Good brands are Mizuno, Titleist, Callaway, Taylormade.
Why don't you surprise him by asking him out then drive by a pro shop and just tell him, to choose what he likes.

Golf clubs are very personel. I would have him involved in the decision. Give him a gift certificate for the amount you want to spend and he could cover the rest or you could just cover it.

Mizuno MX series. Go to your local pro-shot and get him a fitting done so he can get the best set of irons for his type of swing. Also ask about the Mizuno set optimizer.

He needs to go to a shop that can measure him for his own custom made to measure clubs. They will make the clubs especially for him.
