You would only be related if you share a direct ancestor.

Assuming you are talking about first cousins:

You have to realize, your cousin has two sides of his/her family like you do since you both have 2 parents, At least one of both of your parents were siblings. Is your cousin's cousin a sibling of one of your parents?

Unless you both share a common ancestor,such as grandparent, you are not related technically. You can say you are "distant cousins". If you share a common ancestor, you would be a cousin, once removed (as in a generation separates you).

If your cousin has a cousin who is not also your cousin by blood then that person is your acquaintance or friend if you know him. Otherwise he/she is just your cousin's cousin.

I would say cousin-law because they both share the same aunt or uncle by blood or marriage and one or more cousins.
