I don't believe so. In fact I don't think suffering is ever God's will. He did punish people in the Old Testament (and some in the New come to think about it...) but he didn't make them suffer... He ended their lives.
The issue I have with Job though is the phrase, "Have you considered my servant Job?" That makes it sound like it was God's idea. I haven't come to terms with it.

Because we are humans, living on this Earth, stuff happens. God did not say that he was going to keep us from all suffering.
What He offers us is the ability to rise above the suffering. When we rise above it, we still suffer some, but it does not destroy us.
Some suffering is the design of Satan, to turn us away from God and His ways.
Some suffering is just part of life. When people die, for example the survivors sometimes suffer terribly. We cry, and mourn, and some of us just cannot get over it.
With God, however, we know that the soul survives, and is well taken care of. We know we will meet again later. With this knowledge, we still miss our loved one, but we are not hopeless. Our ability to accept their absence is enhanced, and the burning pain of grief is shortened for us.
Some suffering we do to ourselves. When we do not take care of our bodies, they get sick and don't function well. Most of this is our own fault. We eat junk, get fat, and die of heart disease. We cause most of our own misery.
God, however, shows us different ways. He gives us the will power and tools we need to take care of ourselves properly.

As implied, no.
He puts His loved ones to through trials to refine and strengthen us and to humble us at times. He always has a greater reason for His actions. Satan's reasons are always pure evil.

since God is creator & ruler of all things, He allows people to suffer for a reason ... usually to draw them closer to Him... when they hit rock bottom, they turn to Him....
or when they realize no one can help them, they turn to Him ...
they sometimes go through rough ordeals to strengthen them spiritually.
on the other hand, sometimes God places a hedge around people whom satan is trying to destroy.
it works both ways.
but whatever you are going through... good or bad, we are suppose to praise Him anyway...
b/c "we know that all things work together for good to them that love God, to them who are the called according to his purpose." (rom.8:28)

Attachment brings suffering.
Suffering causes detachment.
Which brings you closer to God, (You still have the choice to get better, or bitter.)
