I went bankrupt in 2003, and am on 4 Canadian Pensions totalling close to 2000 dollars per month, and am the owner of a delivery courier service in Canada that lhas been in business since May 2000?

Credit is not determined by citizenship, it is possible for anyone to get a credit card but it doesn't mean a company will choose to extend you credit. There are no laws or regulations that would restrict any entity from offering you credit.

Legally - No.
Your credit history does not transfer from country to country you should build your credit from scratch in every country.
