I'm borned in Romania but i currently live in New York City , USA ..for a few months and i have a valid visa for 5 years that can be extented to more ..and in the future i'd like to join either NYPD or FDNY .. i checked both NYPD and FDNY website .. and as requirements ...it says that i have to be a US Citizen...but i heared from some guy's that is possible to join NYPD without beeing an US Citizen !!

No, you must be a U.S. citizen to join the NYPD.

The website says precisely, "Candidates must be a United States citizen on or before the day of hire." There are no exceptions to that rule. So, become a U.S. citizen and apply.

uh...no? If you are in the NYPD, there is a good chance that you have a gun. A gun issued by the US Government. I don't think they would want the liability of having an non-citizen using a government issued firearm.

No you have to be a US citizen to posses a hand gun or a rifle and in your case you are not so you can't have one. You kind of need a gun to be an officer of the law. As for the fire department that is a good question. I know in Arizona you have to be a US citizen to work for the government in any fashion.

If you are in the process of getting citizenship, you can probably start the application process also, as long as you have your citizenship by the time you start work.

No u would have to be born in America to work for the NYPD or NYFD they wont allow immagrants to work for either so
