A child learns to speak the language spoken in the family after two years or so. During these two years the child simply listens. So this applies to u also. There is a slow bulletin in English on All India Radio at 3.00 p.m. daily. Just listen attentively so that u absorb the diction. Then try to speak as u heard. Besides read archies comics, they contain conversational english and in ur day today life use what u heard and what u read in comics. Read letters to the editor in the newpapers so that u learn to express urself. As u r willing and I ve given u practical tips I hope u will learn spoken english very fast.

If you are at home the best thing you can do is make a timetable allocate 30 - 45 minutes of reading English paper and simple English magazines. You can read for 10-15 minutes loudly and record it.
The next things is watch the CNN and BBC channels and follow and understand what they are saying. Maybe for 30 minutes.
Then match your recorded version and identify the pronunciation mistakes and correct them.
Allocate 45 minutes to practise (read and write) spelling along with their meaning and pronunciation you can practise minimal of 5 words per day.
Watching English movies and TV channels really help.
You can also try yo converse with your friends using simple sentences in English.
