There are three types of criminal or pseudo-criminal laws.

Felonies are the worst. Misdemeanors are in the middle.

Infractions, or violations, are the lowest -- and usually only punishable by a fine.

States can create all three. The ordinances passed by cities and counties are usually only allowed to result in infractions if violated.

It's the lowest level of crime. Misdemeanor is next, and finally felony is the most serious. Actually infraction is often not literally a crime, just an offense.

It means you goofed. Most of the time this is used of laws that don't amount to much but this is for all laws that are breached.
