The first thing that came to mind were games such as "Pin the Frog on the Lily Pad" and the old fashioned "Leap Frog". You said in your details, however, that you are not really looking for games so here are some other ideas that I hope help you:
Frogs eat insects, so I would have some gummy-like insects to put in the treat bags and/or to serve at the party.
I would definitely do a cake that goes with the theme. You could perhaps make it look like a pond (blue icing) with a frog perched on a lily pad on top of the cake. A small cake would do, with cupcakes to serve the majority of the guests.
I would decorate more with colors rather than themed items, and then just have several things that relate to the theme (such as colored balloons with one frog balloon, if you could find one...or colored plates with a frog centerpiece on the table). That would be much less inexpensive, and the children will NOT care.
You could get some green poster board, or possibly construction paper, and create "Lily Pads" for each of the children to sit on during the party. You could put their names on them if you wish, and it could also be a game-hopping around until everyone is on their own Lily Pad.
You mentioned treat bags, one activity that you could do is to buy some stickers (pond and/or frog themed) and some plain lunch bags. Let the children decorate their own treat bag, with stickers, crayons, etc. It keeps them occupied for a short while, and the children really like it.

I've made cupcakes that look like frogs. All you have to do is frost with green frosting. Cut green gumdrops in half for the eyes and add a mini M&M to the center of the half with icing. You could use a piece of licorice or red fruit roll ups as the tongue.
If you have the space inside or if it is outside, get some of that plastic table covering and make lily pads that the kids can sit on to eat (also serve as decoration). They are now the frogs and you can serve bug themed food: a spider made from 2 Ritz crackers glued together by peanut butter or cream cheese with pretzel legs; ladybug pizzas (English muffin, red sauce, black olives); spaghetti worms, etc...
Like everyone else said, go to the dollar store and get bugs or they do have stretchy frogs. Oriental Trading Company (orientaltrading.com) has a lot of inexpensive frog things. You can get a TON of little goodies for not very much money (for example, 12 bean bag frogs for $10).

How about frog cupcakes that are green w/eyes, mouth on them. Or...have a pool party since it is in the summer and put fake lillly pads in all in the water. Have a storytime during the party..read The Frog Prince to them. Toddlers will sit for a short story. Then make your daughter the princess and present her w/a gold ball like the story depicts. Maybe instead of a clown, hire a frog :)

This sounds like fun! I would keep green as the major theme color and maybe expand the theme from frogs to other reptiles and even some bugs so you have more decorations to choose from. Shop at dollartree or the 99 cents store for decorations, cups, napkins, etc.; you can find great stuff there really cheap. You can put gummy worms in the party bags. You can put green food dye in whatever food you make and call it fun names. For example, green ranch dip can can be froggie slime. I hope I helped. Have fun!

I would buy bug shaped candies there are a lot of gummy type and kids will love pretending they are frogs eating the bugs, You could also get some inexpensive hair bands and glue some Styrofoam balls with black dots so the kids have big frog eyes on their heads and use face paint to make them all different colorful frogs

how cute... not sure where you are, but here in australia we have freddo frogs and red lolly frogs which would be great . as the other poster said, you could probably find some sort of little frog toys at shops. not sure if you have ideas for food, you could have lots of fun with that too... lily pad cake, or little frog cupcakes (green icing with frog faces made with lollies etc) ..enjoy !

You can get little chocolate frogs in the US at Lake Champlain http://www.tkqlhce.com/click-2272891-10444650 and use them in your favor bags.

aww how cute! I bet you could get some cute froggy squirt toys on sale now since it's near the end of summer.
Food- dirt pie :) Chocolate pudding and oreo crumbs
Decorations- I've always been a fan of the classis baloons and streamers...in green and maybe a shimmery pink to give it that girly flair.

Try Oriental Trading (I think it's orientaltrading.com) they have so much stuff for goody bags. The only recommendation I have for food, is pizza, delivered!!! Have them double cut it, meaning they'll cut it into little pieces so there will be less waste. Have fun.
