How can I talk to a real person @ IRS about WI return?

The IRS handles federal returns. State returns are handled by each state, so you'd have to talk to the WI dept of revenue.

You can't. You'll have to contact the WI Department of Revenue for WI State tax issues. You can reach them at (608) 266-2486.
